Jeff Thomas, founder and principal, is an Army veteran with a service-connected disability rating. Man Overboard is pursuing SBA certification as an SDVOSB, qualifying for set-aside and sole-source awards under FAR 19.14. SDVOSB set-aside contracts may be awarded sole-source up to $6,000,000.
Man Overboard's ICS Type 2 consultant brings United States Coast Guard Academy training and more than 20 years of marine environmental response experience across active duty, reserve, and private sector roles. Few small businesses in this sector can staff an IC Type 2 — this directly supports USCG, EPA, NOAA, and FEMA emergency response task orders where ICS credentialing is a selection factor.
Our dive team includes commercial divers trained through offshore oil and gas operations in the Gulf of Mexico (deepwater) and mid-Atlantic naval waterfront environments. We operate across vessel sizes from 12 feet to 700 feet, private and commercial, on the Atlantic and Gulf coasts.
Man Overboard operates within the regulatory framework applicable to federal marine services contracts. The following standards govern our operations.

Man Overboard actively pursues teaming arrangements with prime contractors holding IDIQ vehicles, MATOC awards, and GSA Schedule contracts in the marine services space. As an SDVOSB, we bring certification value and specialized capability in commercial diving, HazMat handling, and ICS-supported emergency response.
Our combination of SDVOSB status, ICS Type 2 consultant capacity, and deepwater commercial dive experience fills specific capability and certification gaps that larger prime contractors frequently need when pursuing set-aside or socioeconomic credit requirements on marine service contracts.
We are open to teaming arrangements across task order vehicles for the Atlantic and Gulf coast regions. Contact us directly to discuss subcontracting scope, teaming agreement structure, or current pursuit opportunities.
